Postcode 19 issues

I just bought all new parts for a new build and the motherboard led display is giving me error 19 i looked inside the manual and it says stuff about either ram or cpu problem ive tried to take out the cpu and put it back in and tried putting the ram in diffrent slots. It starts for about 5 second no video or anything then shuts down and then starts back up over and over again kinda like a broken overclock ive tried getting into bios with no luck. Asrock z170extreme4+ , 7700k 16gb of gskillz ram. Any and all responses are appreciated out of ideas at this point just want to get this damn thing to work

Either it works, or you find the place where it actually fails.

I have already tried acoupleof them and as for the redt they seem like the apply more to it not turning on at all mine with start for about 5 or 10 seconds shut off for 5 or 10 and repeat until i turn off the psu. It does not show a boot screen or anything like that ill go try some of the others thank you for the response
