Question potential bottleneck maybe?

When I play Far Cry 5 my framerate drops a bunch in combat and other games its ok performance but I noticed while playing FC5 that my cpu utilization is at 30-40% and my gpu sits at 0-2% and wondering if that is a problem
my specs are
GPU: RTX 2080 OC
CPU: Ryzen 7 3700x
Ram: 16gb

had the build for around about a year, but mainly just far cry 5 and the new saints row remaster, I was testing csgo and valorant and both had gpu at 40% and cpu around the same if not more so maybe just a far cry 5 issue

ok I used msi afterburner and the gpu is around 50-60% usage and the cpu is around 20-35% usage but combat frames drop like hell so im not sure because I believe im well above the recommended specs

Far Cry 5 is not very AMD friendly, from my understanding. Is your ram at least DDR4 3200 speeds? Did you make sure you installed it properly, for dual channel? (1 and 3, or 2 and 4) Are your chipset drivers and bios up to date?
