[SOLVED] Potential bottleneck?

R9 270
1 x 8gb 2400mhz (could be the issue?)
1tb WD 7200 hdd
Atv500r CIT psu (also could this be the problem, I've heard online it's a very bad psu and is not reliable at all. Also I hear wierd noises from it when I'm on my PC)
There are multiple parts that that could be causing the stutter and slowness feel. The main thing being you only have one 8GB module so the system is running single channel memory mode. The second is your video card is about as fast as RX 560 or between a GTX 1030 and GTX 1050. The third is your system is running on a HDD instead of an SSD, so it's going to be slow when transferring data from the drive to your one module of slow ram.

Your PSU is kind of terrible, but should...

at 1080 p that combination should work good. that cpu can support better Graphics card than radeon r9 270
Well I'm getting very frustrated because all games I play at 720p run awful and I don't know how to fix it. I have a Atv500r PSU and I've heard it's pretty bad, could that be a problem in my system?

Depends on what games you're going to be taxing the system with and at what resolution.
I play at 720p all games. Also all games run awfully. And I'm running out of ideas of how to fix this problem. I have Atv500r PSU and I've heard they're pretty bad. Could this be a problem in my PC?
 
What is awful to you? What is your fps at 720p in these games and what graphics settings? If you are going to upgrade something, get a better video card first. Upgrade to an RX580 or a GTX 1060 or an even faster RX 5700/GTX 1660ti or aGTX 1660 Super when it's released in the next 1-2 months. If that isn't enough upgrade the CPU to a Ryzen 5 2600 or 3600.

So when I say awful, I mean like constantly feels like 30fps and tiny micro stutters all the time. For example, I'll use Fortnite. I'll be playing, my game I showing I'm getting constant 60 fps and nothing lower. But my actual gameplay is unplayable.

Have you tried increasing graphics settings? Lower resolutions will increase load on the CPU.
Yes, I really don't know what's causing my pc to run how bad it is. Its annoying tho Coz my game says I'm running constant 60fps but feels like <Mod Edit>

Do you have the GPU to initialize first/Primary GPU set to PEG or PCIE in the bios?
Is your monitor connected to the add-in GPU or to the motherbd ports?

Tried disabling the Vega iGPU ?

I'm 99% sure I'm using my GPU. At the minute I'm using my 32' TV with my PC. And I'm pretty sure im definitely not using the ryzen APU as there isn't any connections plugged into my mobo apart from keyboard, mouse ect.

Post your full system specs. You might have only 1 memory module which can cause stutter.

You will likely need to get a higher quality PSU if you want a GTX 1060/1660/RX580/590 or faster.

Your first upgrade should be a second memory module. You will need to download and run CPU-Z and check the SPD for your module in the drop down box showing slots so you can get the modules part number and get a second of that model or as close as possible. You could also instead just buy a faster 2x8GB DDR4 2933/3000/3200 kit for around $65-75.

OK thanks for helping. I think at Christmas I'm going to buy a new 600W PSU (£50 or below)
An rx 480/580 (£150 new or below
And a new 2x8gb 3000 kit (£70 or below)
