Potential CPU bottleneck?

Okay first off here are my PC specifications:
AMD FX 6300
R9 270x 2gb
8gb random ram running at 1600
Corsair 500w PSU

So here's the problem, in the games I play (World of Warcraft mostly), my gpu will not use even close to 100% of its capability, my CPU uses around 30%. I want the game to use more than that, I tried troubleshooting with my friends Corsair Dominator series memory to see if it was Ram, it was not. I tried an ssd to see if it was my HDD, still no change. They only component I don't have access to test is another CPU, or even GPU. Please help.

Extras: I use a 1080p monitor.
 
wow isnt the most demanding game out there. not surprised you can't hit 100% usage. you need to test it with a program like valley benchmark https://unigine.com/products/benchmarks/valley/ if you want to push your gpu to 100%. all you can do is max the settings on wow otherwise.
 
Even in other games I play, fallout 4 has the same problem, runs around 40%-50% on the lowest and highest settings, I know I'm limited by vram, but this can't be that much of an issue. I'm just trying to figure out if there's anything I can do without upgrading more parts.
 
how long have you had this issue? power supply is a big possibility. you have the minimum 500w recommendation and quite a low quality budget unit. i am assuming you have a cx/cs/csm/vs series by the way. if you arent giving it the juice it needs, it wont run right. those fx processors use a lot of power too.
 
This current config I have had for 6 months? Never really noticed it other than when I opened Asus GPU Tweak to do a slight OC, it's not thermal throttled either, runs around 40-60 under load.
 
I have recently found out it's due to something as simple as vSync, it caps FPS so the rest of the GPU doesn't have to work as hard. I disabled it from WoW and it works fine. And as for Fallout 4, it comes on as standard and as far as I know you can't disable it without third party mods. Hope this is of help to people with the same problem.
