Potential FPS throttling in Overwatch

I play Overwatch on a decent computer, but for some reason its throttling me to 60FPS. There are basic FPS cap settings in game that do not do anything and there are no settings in my Radeon software that pertain to FPS capping. The only thing I can find about FPS on forums are people with FPS drop issues. Mine just stays a solid 60FPS but I know I should be getting over 100 at least.
