Potential PSU failure (trying to help my friend here)

So my buddy had been using the same cobbled together desktop from when he was deployed over-seas, and while it isn't exactly a nuclear missile reactor, it serves his purposes (We play POE together).

His specs as far as I can tell (it won't turn on now) is:
i7 (no clue which gen)
A 650 Thermaltake PSU (80 bronze rating?)
Geforce 960, nothing special.
Asus mobo, forgot model.

Now before you guys rag on me, I've built a few machines myself, and readily admit that PSU wiring is my weakest area in PC assembling, but I only had about 20 minutes to mess around with his desktop to verify what I hoped was the best diagnostic I could offer. He said it suddenly wouldn't turn on in the morning, that the CPU fan spun for half a second then stopped.

The green mobo light remains on, though I'm not certain that means anything good for the state of the PSU. I checked all the wiring I could without making a total disaster/mess, but re-seating the CMOS, rebooting the motherboard, and swapping cables didn't do anything. So yea, bereft of my own PSU tester and other tools I opted to jump on the forums and get a few opinions before I dig deeper. My first impulse is simply "get new PSU, install new PSU."

I'm just not 100% sure that's what it is, and wondered what the community thought might help me out.

Sorry for the brevity, I didn't want to over-detail something that really lacked said detail in my analysis.

How often is it not turning on? Once could be any number of things of which one is the psu.
