the 4790k is still a pretty viable CPU. You may experience bottlenecking once the frames get pretty high up there for certain games but for the most part you're fine with just about any GPU.

This all depends on the resolution and refresh rate your running. At 1080p 60hz you're gonna be just fine.

I run everything at 1080p 144hz. Highest gpu i would go to would be a 2070 super. Thanks for your help.

To be honest the best gpu I can think of around that point is the RX 5700xt and I think it will be the best choice. Especially once you can get a custom model with good cooling. It is a really strong card and will trade blows with the 2070 super and outperform the 2070 for less.
