Power but no picture, sometimes jagged motherboard screen

Ive had my PC for several years now, and I go to start it up today and after several boot attemptd i keep getting no picture. Lights come on, disk drives work, fans spinning etc but no picture.

I finally get it to "start" once, and it only makes it to the first screen but it has tons of vertical green lines top to bottom.

The motherboard is about 1 or 2 years old, same for the video card.

No idea what to do or where to start...

Are you able to get it to load to the BIOS menu? Usually that's done by pressing a key on bootup, such as F1, F12, del, etc. If you can get to that, you can view some of the components listed there to see which one might be at fault if it doesn't show up there. You can also do different diagnostic testing through the BIOS.
