Question Power but no POST; no power after CMOS reset

Motherboard: ASROCK H81-M-HDS
CPU: AMD Athlon 64 X2 5000+
GPU: GEFORCE GTX 1070

PSU: High Power 600W

I moved recently and the unit ended up on its side in transit and then sat in storage like that for a month or so (even after carefully explaining to the movers). When I finally went to set it up it turned on, fans started up, but it never booted. It would also turn itself off and on and off (repeat).

Started to troubleshoot and first reseated everything, checked connections etc. No change.

Next, I removed the CMOS battery. I didn't really expect that to do anything but after replacing the battery, it won't power on at all. That makes no sense to me (but my knowledge here is fairly limited). Pretty much stuck at this point since I don't have an extra PSU or a multimeter on hand. (Note, it was not connected to power when I removed the battery. I plugged in to a couple of different wall outlets so that's not the problem.)

Any thoughts on the CMOS battery removal affecting the PSU? Coincidence? What's next (probably me finding someone else to diagnose and repair)?
