Power Button On! Can't Turn Off

Sir i have this problem like this can't turn off by holding press the power button, if my computer turn on but no display, How do i fixed this? ..

disconnect the power cable from the back of the computer. hold the power button for 15 seconds. reconnect the power cable. boot the machine.
