Does a 500 Watts PSU can run an entry level PC with 4 hdd's?

Depends on what the make and model of that PSU is/are. If you look at generic white label PSU's then you can kiss all your hardware(and perhaps your home) good bye. I'd suggest that you look into a reliably built, branded PSU which is at least Bronze rated 450W PSU to keep your utility bills down.

If the PSU is for a server, might want to look at higher efficiency PSU's since you'll be running it 24/7.
