Solution

Older GPUs use to get their power only through the PCIe Expansion Slots and motherboards had Molex Power connectors next to the slots for additional power. Some more advanced high end boards still have this to stabilize the power on the PCIe slots but it is not required to run a graphics card.

What graphics card are you planning on getting? Even if it did have a PCIe Power cord I would not trust those cheap power supplies to run your graphics card. You should consider getting a new power supply.

You can always get Molex to PCIe Power cords that will work with all power supplies...

but again I stress the importance of getting a good power supply for your graphics card.

No your PSU doesn't have one. Optiplex was Dells line of business computers. Your bigger issue is going to be finding a GTX960 that will fit. At that level of GPU some modding is usually required. Your computer is a BTX form factor. Your video card will extend away from the other expansion slots and towards the cooling shroud. Single slot ( unless you're willing to cut the bracket In 1/2 or mod the case) and up to 6 3/4'' long if fan is 2 slots wide. ITX cards require some mods but are pretty close to fitting.

If this is your case, not sure how you are going to fit your graphics card into the case. It might just fit but it may bump up against the CPU cooler which means you might have to replace it with a smaller one.

If you choose your card with this in mind it's not too hard. But there is some metal and plastic trimming involved.Look for short length cards with no connectors on the 2 nd slot of the bracket. ITX is just a hair too long but cooling fins can be ground for clearance. With a powerful card an expansion slot blower is needed to clear heat out from behind the GPU.
