power cut in my PC when any game starts

So i am having the issue of power cut or power fluctuation in my [strike]cpu[/strike] PC .
when any game or disk consuming applications opened then its power cuts off and then it boot again...
i have i7 4790k with GTX 970 amp extreme edition , 16 gb RAM and seagate 1 tb HDD ....
using psu of COOLER MASTER 650 watt.......
i have tried running games on UPS and with out UPS also ... but no progress its power turn off and it re-boots.......
it is not overclocked also.
help me to figure out REAL REASON BEHIND THIS ...

i am suffering from this problem so PLEASE HELP ME OUT ...

 
Which exact model of Cooler Master PSU do you have, they do several ranges from low quality up to very good.

Normally I would think PSU but your comment about high HDD activity doesn't fit. Normally PSU problems occur under high GPU & CPU load but a HDD uses so little power it should make no difference. I would test your RAM first using MemTest but if this finds nothing then I would try a new PSU. The only way to prove a PSU fault is trying another one and seeing if it solves the problem. If its a low quality PSU the chances it is the cause are much higher.
 
i have V series 650W cooler master PSU.
And i have 8X2 adata dual channel RAM. and if you insist i would rather test them with MemTest....
i shifted last month to my uncle's house and pc is on the top of our building on third floor ..........And when Pc was on ground floor it happened to me but 1-2 times a day in online games like The division .....
but when i was at my home which only has 2 floors and i placed my PC to ground floor ..it never happened with me at all........
can i doubt the power usage and voltage difference between both locations ... ???????
