Power Cycle issue

Curently stuck in a boot loop(powers on for 10 sec then off), eveything is plugged in as far as possible, worked fine befor i got a new cpu and cooler, do i not have enough power? Or is it something else

Well as far as parts go
I7 4690
Motherboard is a gigabyte ga z97x sli
Gtx 960
Corsair h100i v2 for cooling
800w powersupply
4 sticks of 4g ddr4 ram

Just replaced old cpu cooler that had to have the screws drilled out in order for it to be removed but didnt hit the motherboard when i did it,

drilled out of your mother board? ok nevermind you said new cpu did you do a fresh install of windows?

what CPU did you have before?

I got it working, 2 ram slots next to eachother are dead, now only using 2/4 sticks and they are next to eachother
