Power Cycle Loop

My son has spent a couple years chipping away at building a computer. He just finished getting his last needed component but when we put everything together the computer just keeps rebooting. It will stay on for a second or two and then reboot...over and over again.

He has the z370 Aorus Gaming 7 MB
EVGA supernova 850 g3 PSU 80 plus gold
Intel Celeron G3930
Ballistix Sport gaming memory DDR4
Crucial BX500 2.5 SSD

- We have tried unplugging everything non-essential and the same thing happens when just having the 24 pin psu cable, 8 pin psu cable, ram and hard drive.
- We tried hooking up the motherboard to a different PSU(that I know is working because it is the one I use for my desktop) and the same issue.
- The only thing we cannot test is the DDR4 memory because every other computer in our house uses DDR3

I should mention that every component he bought was new except for the memory which was bought from Kijiji.

Thank you very much for the help. I was hoping it wasn't the new mB he had saved up for because that was one of the first components he bought and not sure if the warranty is still good.
