Power Cycle - No Bios No Beeps No Screen (New MB) - GIGABYTE GA-H67N-USB3-B3

I have taken my GTX 770, i7 3770K, Corsair RAM, & PSU out of my working ATX computer build and attached it to a GIGABYTE GA-H67N-USB3-B3 ITX motherboard. When I attempt to boot, I get No beeps and no screen, after about 5-10 seconds their is a power cycle and it starts it all over again.

I've tried:
the onboard video and the GTX 770
Reseating, single, & no ram
I have had the MB in and out of the case
I have tried with and without a CPU

I have also reinstalled all these components back into the original Gigabyte MB with complete success.

When I questioned the seller (this was an ebay sale) this was his response:
"It s because you need to install the BIOS. This is a brand new motherboard and I have sold many of the same model. Some others have had the same issues and quickly figured out it had to do with the BIOS."

Can I install a BIOS without a post screen? or is this just a DOA motherboard?
Any thoughts would be greatly appreciated. Thanks you.
 


I left the MB at work so I won't be able to try it till the morning, but I hope so too. Thanks for the quick responses, this community is great.
 


Their is no location for an internal speaker. I have one on my old board, but no pin location on the new one.

So I took the board over to Microcenter and they were able to throw an earlier chip in there to reflash the bios to the most up to date that will work with the 3770, I'm out $25, but at least I have a working board... kinda a pain in the a$$ though.
