Question Power cycling with no POST

I was on my computer and got up to get a drink, when I came back my screen was black and nothing was responding. I waited a while and then turned it off and back on when turning back on my monitor picked up a signal for 1 second then the computer turned off and kept doing this, I turned it off and cut the switch to the power supply and with it off my fans and ram lights turned on for like half a second. The red mobo lights from start flash cpu for a second then switch to ram and stay there for maybe 20 seconds then flashes vga then a quick flash to boot and cuts the computer off and retrys. I have removed the gpu and tried with no luck, reseated the ram and tried different sticks, and used a different psu that I know works. I also reset the cmos and got nothing. Any tips would be greatly appreciated. Is my motherboard just cooked?

So after watching it again right before it shuts off it quickly switches to the red cpu light before turning off
