Power delay in Dell Dimension 5150

I have a Dell Dimension 5150 Desktop. When I press the Power button, nothing will happen right away. After around 5 minutes, the machine will start to power up.

I have tried the followings but do not solve the problem:

1. Use another power supply.
2. Open the front panel and press the surface mount power switch directly.

What are the components you have? Do you have a dedicated graphics card?
