Power Down Troubles

Alright everyone, I have searched up and down and around for a solution to this problem. If I have missed it I am very sorry. So here goes, its maybe every other time but when I shut my computer down the computer itself seems to remain on. By that I mean the monitors go dark but the fans and lights inside the tower remain powered. I have installed the most current BIOS for my mobo, did not work. I did a clean install of Windows 10 which was a pain, that did not work either. I have tried messing with the power options in Windows, also that did not work. I am going to list the components for my computer below. Any and all advice at this point is appreciated. I am starting to think a piece of my hardware is faulty.

Control Panel>System and Security>Power Options>Choose what the power buttons do (on the left plane)>Click Change settings that are currently unavailable>Under shutdown settings, uncheck Turn on fast startup
 
1. Control Panel > Administrative tools > Computer Management > Device Manager > Network Adapters > Right click on the network adapter > Properties > Power Management > Clear the box (if ticked) on " Allow this Device to wake the computer. Also check the Device Manager; keyboard and mouse power management settings.

2. If the box is not checked or clearing the box doesn't help, scan your computer for virus and malware... Use your antivirus, Malwarebytes Anti-Malware and AdwCleaner
