I'm trying to figure out why I can't get my Laptop to shut down and reading through some threads they mention the Power Efficiency Diagnostics Report and this should tell you why it won't shut down. I'm able to get shutdown/restart to work in Safe mode with everything disabled. Just need help understanding some of these errors and what needs to be changed to fix them.

sometime it the anti virus that can cause a system not to shut down. if it old or damaged. when you boot into save mode none of your programs in start up loaded. like clean start of windows. i would boot back into safe mode and use msconfig.
then under the start up tab turn everything off. then see if the laptop shuts down fine. if it does it one of the programs in start up. i would also run ccleaner...malware bytes and update your anti virus there are a lot of good free ones out there now.
