Power from monitor to PC

When I shut my PC the LEDs on my mother board remain lit even if i pull the power plug. Power appears to be coming from my monitor. When I pull the HDMI cable the PC LED go out. Is this normal? The reason I care is recently the computer will not boot when monitor is plugged in but I can plug in the HDMI cable after the computer is up and it seems to work.

Power can't come from monitor. It's more likely your computer doesn't properly shut off when monitor is connected.
