Power Good Signal Reads 4.40

I checked the power good signal on my power supply with a multimeter. The reading I received is 4.40. Does this confirm my assumption that the power supply has failed and needs to be replaced?

The power good signal is a TTL / Logic signal. The ATX12V Power Supply Design Guide says that "Between 2.4 V and 5 V output while sourcing 200 μA" is within spec for a Logic level high. Your PSU falls well within that spec.
