Power issues with the 8 pin connector on the Sabertooth 990FX R2.0

I was trying to upgrade my GPU from the GTX 750 TI to the GTX 970 and after I installed the new card I began having power issues circulating the 8 pin connector for the CPU. I can power literally everything except the 8 pin connector without issues.
-I have completely taken the PC apart and reassembled it 3 times now to no effect.
-I have tried removing all the RAM and only using one card, also tried that one card in each slot.
-I have pulled the CPU out and reset the cooling compound as well as double checked how the fan was sitting on top. checked all the pins and even sat and looked at the MB connections.
-I have checked the PSU and it powers everything except the 8 pin connector, that includes the upgraded and the non upgraded system.
-I have tried to run the system as a bare-bones by unplugging all unnecessary components
-I tried resetting the CMOS
-I tried all the power cables to insure that they were not the cause of the issue
-I checked the spacers for anything that would inhibit the electrical currents
-I cleaned all the components using compressed air (no i did not allow the chemicals to reach the components)


My system;
Sabertooth 990FX R2.0 (MB)
EVGA 220-G2-0850-XR 80 PLUS GOLD 850 W (PSU)
1X SAMSUNG 840 EVO MZ-7TE120BW 2.5" 120GB SATA III TLC Internal Solid State Drive (SSD)
2X G.SKILL TridentX Series 16GB (not on QVL worked for about a year) (was told to upgrade so I purchased G.SKILL Ripjaws Z Series 32GB (4 x 8GB) that is on the QVL)
GTX 750TI (trying to upgrade to the GTX 970)
AMD FX-8350 Black Edition Vishera 8-Core 4.0GHz
3X 7200RPM 1 TB HDD (each different)
 


I don't have access to a voltmeter. but it would seem that the CPU power socket goes dead once I plug in the 8 pin connector. I contacted asus to get a replacement MB and once that arrives we will see if the PSU or the CPU is at fault.
(only way I can check the PSU is to have it power a smell mechanism that only shows power. basically a simple light)
