power jack voltage

I bought a toshiba laptop on ebay that the seller said had a bad power jack. When I received it I disconnected the jack(it was harness type) at the motherboard. I then used a dmm to check the voltage at the harness end, where it plugs into motherboard jack and it read good(19 volts) but when I plug the jack back into the motherboard the voltage reads bad

It probably draws too much power, try first without battery.
