[SOLVED] Power keeps cutting out

I have an oldish Windows based CCTV DVR. It boots up fine but after 5 or 6 minutes, it restarts itself - as if it suddenly lost power. I'm assuming it's a problem with the power supply (Delta DPS-250AB-44A) but I don't want to buy a replacement without being sure that's what the problem is. Is there a simple way of testing the PSU for sudden momentary losses of power?

1) Test the PSU with paper clip method. How to:

2) Test the voltages, +3.3V, +5V, and +12V. You want to see these voltages are within +/- 5%. If they are not , you need the new PSU.
