I've been struggling with this issue for a while now to no avail, and so I thought I would start a thread here to see if anybody here could offer some insight.
If I disconnect the power by either unplugging it or setting the switch on the back of the case to '0', when I reconnect the power the green power LED on my motherboard flashes once every second or so, and I can't turn on my PC. Not even the fans come on, and the only sound I hear is a faint tick-tick coming from the power supply in rhythm with the LED flash.
Based on the research I've done, what's happening is the motherboard detecting a short circuit. The problem is often caused by shoddy USB ports on the front of the case, and people have got around it by simply unpligging these ports. The USB ports on the front of my case are indeed faulty, but unplugging them didn't help. Another possible cause I have heard is the little tabs on the back of the case touching the inside of the USB ports on the back. I have done my best to separate this back panel on the case from the mobo.
Strangely, sometimes the blinking will stop and I get a solid green light, after which I can turn on the machine, and as long as I don't disconnect the power from the back I can use it seemingly forever without issue. The conditions under which the blinking stops seem to be almost entirely random, however, I have noticed that resetting the CMOS appears to increase the likelihood of this happening. I have noticed that whenever the blinking does stop, the number of blinks it takes to get solid varies.
I have tried disconnecting all hardware leaving only the mobo, CPU, and PSU. I swapped in a new CMOS battery. A few months ago I even got a hold of a new PSU. And yet the problem remains! The only thing I haven't tried is a different case.
My system:
Mobo: ASUS P5G41T-M (newest BIOS) ---> this issue comes up with ASUS mobos a lot
CPU: Intel Core2Quad Q6700
GPU: ATI Radeon HD 5770
PSU: Antec TP3-650 (650W)
Case: Ultra (not sure about model no.)
