Why does a higher “power limit” value in MSI afterburner increase overclocking stability? Wattage is voltage squared divided by resistance. Without increasing the “core voltage” value, the card still won’t have the voltage required to support higher click speeds.

"Power limit" increases the cards overall power draw limit. Power is not defined by voltage only.
It also is represented as amperage. Which the driver/BIOS combo has set limits. By increasing the Power limit you increase amperage availability.
Both of my cards overclock pretty well on stock volts with increased power limit and custom fan curves
Set it to 112%, create a custom fan curve for cooling and you should reach higher sustained overclocks.
My Asus Dual 1070 reaches 1984 on most workloads. @70-74c
My EVGA SC 3.0 1070 reaches 2012 in most workloads.65-69c
My cards run 95-100% load 24/7/365 Folding.
