Question Power limit stuck

I recently bhought my first dedicated video card, a GIGABYTE GTX 1660 non TI. In MSI Afterburner I can't set the power limit above 100%, neither in the Aorus engine. What's the matter with my card? Also is overclocking the gpu safe? I heard that overclocking reduces the lifespan of the GPU.

Just hit the oc button and it will scan best settings for you.--- Set the power slide as far as it will go, in your case sounds like 100. Set memory at +1000. Leave voltage alone. Hit the oc button top left. After 10 mins it will set a oc for you. Just hit apply and you will be good to go.

Is there a chance for anything to go wrong?
Is tuat true, that overclocking reduces the gpue lifespan?
