Question Power Limit Throttling to 7W or 0.8 MHZ

My CPU (i7850H) is PL1 and PL2 throttling below TDP and throttles to excessively low wattage (<8W). There are no thermal issues and I have TPL disabled and locked in throttle stop. Could this be a PSU failure, as this only started appear recently. I have reset bios and done nearly everything I can in throttlestop, xtu, etc. Any ideas?

Reset all your configuration to default in throttlestop etc. and restart your system - Is your laptop complaining about unrecognized power supply or anything similar? Does your battery charge on your charger? Does your laptop have quiet/silent/extended battery mode of any kind?

Which laptop is this, anyway?

Dell G7. No power supply complaint s and the battery is a replacement but an OEM with minimal wear (according to HWinfo). The laptop is not in quiet mode or other similar settings. In fact it's in all maximum performance modes from bios to windows settings.
