power off on windows start (new computer build)

I have just put together my new computer and have not been able to boot windows yet. The computer was power cycling at first. I read that some CPUs require a video card to work so I installed my old video card. After putting video card in the machine I can go into the "Repair Startup" menu and even initiate one of the repair processes but they never work. Has to be hardware issue but I already had the mobo replaced. Could this be a power supply issue?

Mobo: Gigabyte B75M-D3H
CPU: i5-3470
Power Supply: Corsair CX500
RAM: 8gbs
