Power-On Password Not Asked For

Twelve month old HP 6300MT running Win 7 Pro. When I initially set the computer up, I set power-on password, but whenever I do a Shut Down, on the next start-up, the power-on password is never asked for. In subsequent months, I noticed that every time I installed whatever updates were available from Windows Update, and the computer restarted to finish the updating, the power-on password is asked for. Also, if I do a Shut Down, unplug the power cord for 30 seconds or so, and then reconnect and restart, the power-on password is asked for.
Any ideas why the power-on password is not asked for each time the computer restarts?

Windows operating system has nothing to do with the bios passwords. Windows loads its drivers after the bios has initialized the system. The problem must be in the bios firmware. All you can do is, to double check your bios settings, or flash the bios with a new firmware.
Very odd. I'd reset the BIOS to factory defaults. Load the latest BIOS update (even if it is the same version you are already running). Reset to factory defaults again. Boot and shutdown cleanly a few times then finally set a power on password again.

The odd behavior around the power on password is scary mostly because there may be other things also acting weirdly that are also set by the BIOS like voltage levels.
