Power over VGA?

So, first time posting. Hope it's not already answered elsewhere.

I was setting up a computer at the club I run at school and saw the weirdest thing. The monitor was powered and seemed to be powering the mobo and CPU fan via VGA?! Check out the video. For clarity the only thing plugged in is the VGA and it's not just capacitance.

question, is the cable and the plugs being used 14 or 15 pin?

Because if it's 15pin, that could explain how you could be powering something that doesn't require hardly any power to run through the VGA cable.a
