Power problem with the pc

So this is the second issue i have with building my rig.
So in short my pc posted just fine in my kitchen where i built it then i moved it to my livingroom to hook it up to my main setup.
I hooked it up to the setup I pressed the power button and the pc turned on for a split sec and then turned off, just to turn on again 3 secs later. Oh and this keeped on happening till i turned it off via the lil switch on the back of the PSU.
Any advice?

Gtx 10606gb

So its not a very known brand but all i know is that its a 600W one.
I have been using it for 5 months without any issue.
I just moved it to my new build and it posted just fine.
Here's the model:

Does the Z87 have an updated BIOS to run the 4790K?
1302 < Needs to be at least.

I am aware of the BIOS update but the system doesn't post.
The fans start spinning for a split second and then they stop for 4 seconds and then they start spinning again.
There is no video output.
I tried removing 3 of the ram sticks and the gpu but that does nothing.
