Power problems in my area

Hello i moved to much more rural area because my job only requires a pc and my father is getting retired.Problem is we are having sudden power loses sometimes its coming back right after its gone.One example was last night all of the electronics in the house turned off and on but my pc didn't it kept working i do use power surge adapter but is that normal shouldn't my pc had to close itself as well ?.Other one in the living room did closed itself while my parents watching a movie. Also main question does this electrical problems can harm my computer.

My system is ;
Asus z170 pro gaming mobo
i5 6600 cpu clocked at 3.6 ghz
Gtx 1060 dual oc asus gpu
1tb HDD WD
650W Thermaltake smart 80+ bronze psu

Also if I'm gonna need a ups how much voltage I'm gonna need to keep me up for a 4 to 5 minutes so i can save what I'm doing and close my pc safely.

You need to be using a UPS (uninterruptible power supply) to protect your system(s). These problems can certainly damage electronics devices...permanently.

I am not familiar with that brand. Still, they are better than nothing. If you can afford the higher rated one, then get that one. Either should work.

Will 1000VA would be sufficient for my 650w psu
