Power "pulsing" through mobo(not off then on)

To begin, I have read the sticky about MOBO/no post/boot issues, but those are not my issues. My issue started when I turned Hyperthreading off, turbo boost off, and changed the tdp from 55 to 60. Also, before any of this I've been having graphics issues.. more on that later.

I know that I can reset the cmos and it will probably fix this. I havent tried yet because I'm in bed now and it's too late to dive into this. I will when I wake tho.

System specs:

500W Antec PSU
GA-Z270-HD3
Intel G4560
MSI RX 470 Gaming X 4GB
8GB (2x4gb) Hyper X Fury DDR4
1TB SSHD

So to explain a little more in detail of my issue. After changing the settings in the BIOS that I mentioned above, pressed Save & Exit; comp restarted, then when it should post,... the lights on the mobo pulse, the fans pulse, and this goes on for a while. Not sure how long!! As soon as this started I shut it down. This "pulsing" is not the power cycle that most people call pulsing. I'm talking, the power stays on and it just acts like the power being supplied is going from 10%-80%.

For example: lets say you have an electric motor hooked up to a battery, but in between that and the motor you have a sliding switch(kinda like a dimmer for lights). If you start out with the slider on the low end, then spike it to the high end and quickly back down to the low end and you do that up and down motion indefinitely.

Back to the graphics problem. Installed MSI rx 470 in the PCIex16 slot but the image was blurry and pixelated slightly. I decided to switch it to the PCIx4 and whalla!! No more blurry and colors were richer, crisper, and words were readable. Then.... I fired up Crysis 2 to test it. It ran on ultra setting before flawlessly. Now it dips in framerate, despite the fact that the CPU usage hovers around 60%/45°(?) and GPU usage starts at 60%/33°, then slowly drops to around 30%. The monitored FPS says its around 56fps, but my eyes sure as hell don't see that being possible. And the GPU makes a buzzing sound that also pulses, at the same intervals as the fist issue.

I can't help but feel like these problems are related. I'm leaning toward the MOBO being dead, or the PSU. I just wanted to get some opinions on what could be causing these things to happen.

If it is necessary, I can take a video and upload it. Tomorrow, for me, of course. 8hrs or so.

UPDATE

I reset the CMOS, turned ONLY the turbo boost off, and the power surges happened again. The LEDs on the board flicker back and forth on the CPU and DRAM, before the VGA light gets to light up. I changed the BLCK and the problem happens again. Same thing with the CPU and DRAM lights, but this time it gets to VGA, then it turns off, starts itself back up and then it posts no problem.

I reset again, and turned only hyperthreading off, and it starts just fine.

What in the world could this be caused from?
 
UPDATE:

Graphics issue fixed. Card wasn't seated all the way I guess? I put it back in the x16 and it works great now. No idea what fixed it to be honest.

Well, for the time being that is a yes... But I would like to turn it off. Turning it off, makes it run at turbo boost speeds, all the time. Which is well within being acceptable. I'm not worried about it warring out faster or overheating.
 
It was to troubleshoot some issues with fps dropping unexpectedly. Read somewhere that .. something something.. i forgot.

Also... I called Intel, and realized that the g4560 doesn't have turboboost. So maybe thats the reason for things not working right when I "turn it off" in BIOS
