Power source issue

When I test the power source without being connected to the desktop the fan turns on, once Iconnect the PS to the PC the fan will not turn on and of course the PC will not turn on, bad power source?

Dell inspiron 518 win 7, power source 400 watts, I can't get to the rest of the specs

Sounds like the power source could be DOA.

Ok, I also believe that, I will replace it. It is not very old but it happens. Thanks!
