My power supply is given me a 0 rpm warning on bootup. it does seem to be running and cool air is coming out. I just moved all my components in to a new case, however everything else works fine.

What make is your PSU? If it is a high end Gold or Platinum efficiency Power Supply Unit, the PSU will switch off the cooling fan if the Power Supply Unit is not under a certain percentage of power load, because Gold and Platinum rated PSUs emit little heat from the components, thus meaning the fan is not needed if the load is under a certain percentage. Just make sure your PSU is of a good brand and not a cheap pile of garbage bought from a local PC store.

It could be the fan failing. Are you sure you didn't damage your PSU while installing it in a new case?

If so, I would advise on replacing it. The Cooler Master GX series PSUs are not great. They're known to fail under load because they can't reach their claimed wattage. If you're thinking of a replacement, I suggest this PSU -

XFX Pro series 750W 80+ Bronze certified PSU - http://pcpartpicker.com/part/xfx-power-supply-p1750snlb9

This is a much, much higher quality PSU. Ideal for your potential replacement.
