power supply 12v rail question

Hello,
My friend has 300W PSU which has under +12v rail 10/25 amps written.
So what does "10/25 amps" mean??
Please help me.

this is a generic psu similar to the one some oem use you have a minimal of 10 amp on the 12 volt and a max of 25 amp over that it will try off and be usefull .

Sorry for many questions but, will it be safe to use with this PSU: AMD FX 6100, GTX 950/750ti, 160 GB western digital hdd, 2x4GB ddr3 1333mhz (kingston), one 80mm fan and no dvd drive (no water cooling)???? please reply.

the 750 ti need a 300 watts psu http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-750-ti/specifications and the 950 a 350 watts with a 6 pins connector http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-950/specifications so this one could be low on power and system may not work as it should if you could get a better psu .
