Power supply and GPU performance dips while gaming?

Hello, i have experienced while gaming recently that my fps in all of my games (gta 5, csgo, call of duty, etc..) i have been getting random spots of horrible lag. From 144fps down to 29-30fps. after checking msi afterburner for power consumption and gpu usage during these times, i found this http://imgur.com/XwwZPDO

my specs are the following

Amd FX 8530 (black edition)
Corsair h80i cooler
Msi gtx 960 twin frozer
16gb of corsair vengeance ram
Samsung 250gb ssd
1tb blue hdd drive
2tb seagate hdd
CX500w from corsair
i also have 4 fans in my case

check and reapply thermal paste (use a good one)
