I have a Dell P2311H Monitor that quickly flashes the display for 0.5s then quickly goes blank. It is detected in "Devices and Printers" as well as the "Screen Resolution" folder in "Display" in "Control Panel". Do you think the capacitors have shorted out in the Power Supply Board?
(People online keep mentioned about bulging capacitors but mine don't look that noticeable. )

Remarks: The bottom of the board looks like it has some traces of white precipitate (is it rust?) / signs of overheated components. The top of the board does have flattish capacitors on EYE level, but on top bird's eye view, it does seem slightly bulged. I'm not sure if it's impending it's countdown to explode yet, but if there's anyone who can drop a response, you will be highly appreciated. Thank you!

p.s. I don't have a multimeter, solder equipment or any expertise in this field. I hate throwing away stuff - bad for environment.
