Power Supply Broken?

Hi everybody, I am doing my first computer build. Right now, things are not going so great. My computer will not start, and I think it is because of my PSU. The first time I plugged it into the wall (after connecting it to the mobo and other components) the LEDs equipped with my case lit for a split second, then went out. Now, if I listen closely to the PSU while it's on, it makes a buzzing noise. I am using a CX600M. Is something wrong with my PSU? Advice and help would be greatly appreciated.

use a paper clip to start the psu alone (google for an exact how to). if it starts the psu should be ok, if it doesnt you have your answer
