Power supply causing black screen?

I started having my computer go to black screen about 2 weeks ago. The video card fan would be running full tilt but the computer was still on. I assumed it was the card starting to go bad and I bought a new one. The original card was a amd 5800 series and the new one is a r9 290. I'm still having the same problems, I've reinstalled windows and all drivers. I've ran a memtest on the ram and it's fine. I've used HW monitor and the temps are just fine. I tried to watch the voltages during a furmark run and I didn't see anything out of the ordinary there but I'm not sure what to look for. What is VING? LOL I've searched and cant find an answer for that. My power supply is 850 watts so it's not lacking in power. Any help would be appreciated. I've been at this a week trying to track down the problem with no luck, Bios on MB are up to date as well. All the info for Black Screen issues on the net don't seem to have a solution. There's seems to be quite a few things that can cause that. Help! :)

Sounds like your PSU is failing and can't deliver the voltage necessary to run your system. I'd grab a new one (keep the receipt) and try it out--if it doesn't fix your issues then you can take it back and we'll go from there.

Thanks for the reply. I would have to agree. I've checked most everything else. It's odd that the computer would still run and the video card fans would be at full blast. It was certainly not a heat issue. I'm sure of that. I was convinced it was the video card going bad. The only other thing I can think of is the motherboard going bad. I did try the card in the other pcie slot and there wasn't any difference. Is there a program out there that logs the fluctuations of the power supply? Anything that would give me a more for sure idea that power supply is going? I just plopped down 400 for the new video card thinking that was the problem and being a single dad with 14 year old daughter, I don't have a lot of cash to throw around after that expense. LOL Thanks again :)
 
I would hope not. It is the same exact issue that my original card had. I have managed to get the system to run stable but I'm underclocking the card. Double checked before underclocking and heat isn't not an issue at all. A small underclock stopped the black screen but I had still had artifacting. I kept turning down the card until that was resolved. Can a bad powersuppy cause artifacting?
