Power Supply Cycles every 15-16 seconds

I'm building a new kit. It would not boot and the power supply would cycle every 15-16 seconds. I pulled everything out except the case, front panel wiring, power supply, mother board and case fan. The symptom is that every 15-16 seconds the PSU clicks, the front power LED goes dark and then lights up again. I also notice a loss of power to the fan.

The components are:
Fractal Design 500 case
Seasonic 750W Titanium Prime Power supply
Gigabyte Z390 I Aorus Pro Wifi

I did all the tests in the checklist at that top of this forum. Thank you for providing that excellent guide! I even did a 'paperclip' test to confirm that the power supply come on.

What could the problem be and where should I start looking?

No CPU installed in this test. I has the CPU installed, but took it out and have the same issue. Therefore, I can rule it out.

I got it to boot. I am using a Gigabyte Z390 I Aorus Wifi Pro motherboard with 16GB Corsair memory sticks. With either stick in slot 1 (the slot furthest from the processor) it boots. With both stick in, it does not. Any thoughts?
