Power supply fans not spinning and no bios.

Hey guys, I've got some problems and I would really appreciate some help so that I can fix the issue in my hands.

So I just built my first PC but it doesn't work. The PSU fan doesn't spin but the motherboard gets power since there is a green light that lights up when I turn the PSU on. Also the lights on the front panel of the computer case works. The CPU fans and case fans don't turn on either even if I connect the fans directly to the PSU. I have tried two different PSUs and the fans in both don't turn on. I try to power the PC on from the front panel but nothing happens so I cannot see the bios.

UPDATE: I have tried the jumper and it has had an effect. The PSU and case fans have started spinning. However, if I turn the PC off and then back on I have to redo the jumper process. Is there any way to fix this? Thanks.

Here are my PC specs:
EVGA 650 watt power supply
Asus A88XM-A Motherboard
Corsair Vengeance 8 GB (2 x 4 GB) DDR3
AMD A10 7850K Black Edition

Might be a longshot but,

open up your MoBo manual, page 13, 2. Keyboard wake-up (3-pin KB_USBPWB)

Try to reposition that jumper and see if it has any affect.

Some PSUs, like my Corsair, only have the fan kicking in when the PSU reaches a certain temperature.

I thought about that too but he has tried 2 different PSUs with the same result.
Even then, atleast case fans should turn, especially when connected directly to the PSU.

Don't know if this case has build in stand offs but did you use them if not?
Also check the wiring of the pc,check all cables and with the manual next to it make sure they are connected in the right place.

By default, the jumper connects 2 and 3 pin. You said that your PC did turn on, did you set the jumper back after shutdown? If so, then set jumper to connect 1 and 2 pin and leave it there.
