Question Power supply fans not turning

I am using a brand new Corsai VS450 psu. When I connect it to the motherboard and a hard drive for a test, the fans does not seem to turn. But when I try testing it out with the paper clip method the power supply works perfectly fine. Is it the motherboard or the power supply?

The 120mm fan is thermally controlled, so it only spins up when needed, and is quiet even at full load. The VS450 is 80 PLUS rated for greater efficiency, so it generates less heat, and you’ll enjoy lower energy bills.

The problem is when I try connecting it to the motherboard it is not turning but when I use the paper clip method it works fine

It will spin when it's needed. Paper clip forces it to run , only proves there is some power. Thermally controlled , so when there is enough of a load it will spin up.
