Question Power supply fans turn on sometimes and no power

I recently noticed that my power supply after plugging in the cord and flicking the switch on the power supply will occasionally make the fans in my computer turn on which is normal but it only lasts for a second which is a lot shorter of a time then normal. It also doesn't supply power ever. It is an EVGA 450 GM. I have been trying to figure this out for hours now. I have gkbe through every cable in my PC several times now to make sure there is no issue with them, I have checked the ram, etc. I have done just about everything I could think of but it is still having this issue. Should I replace it? I have also used 2 other power supplies that didn't launch at all.

To be clear is only turns on at all maybe every 1 in 10 tries to turn it on
