Ram: 8gb

Graphics Card: AMD Radeon HD 5450

First I apologize for lack of info I am very new to computers

It currently has the LiteOn PS-5221-9 AE 220-240 Watt
I bought the EVGA 500 W1, 80+ WHITE 500W Power Supply 100-W1-0500-KR to put in it.
I think the specs are right for my system its just the power supply looks like it wont fit in it I am not sure if I got the correct format.

The EVGA will be far superior to the LiteOn. Anytime you build a system never skimp on the PSU. One bad power spike and you can fry all your components. If it won't fit then I suspect your enclosure can not support that PSU. Generally that PSU should fit any ATX, mATX, eATX and many mITX form factor enclosures.

So how do I figure out what form factor my PC is?
My motherboard says it is a micro ATX but that doesnt make sense because the EVGA doesnt fit.

Your form factor is mATX but that doesn't mean that your enclosure supports ATX PSUs. Looking up your old PSU on Google makes me believe that you have a very generic enclosure with a smaller form factor PSU. You may need another case.

Is it possible I could buy the same power supply in a different format so it fits my case?

Also my case is the stock case that came with the Acer Veriton X498G

Why do you need a new psu?
Is the old one damaged?
A HD5450 needs no more than a minimal psu.

Likely your psu is not ATX format.
Look at the dimensions of what fits that you have and compare it to some different formats.
Newegg is a good source for this info.
Look at TFX or SFX. It is the end dimensions(that you see from the rear) that are important.
Standard ATX will be 86 x 150mm. The length can vary from 140mm to 180mm.

The one I have in there now is damaged and the PC wont work and I was planning on getting a new graphics card in the future. So I figured I could kill two birds with one stone. I need to get to bed I have school tomorrow, but I will have more questions tomorrow at about this time or during school If I have time to do research. Thank you.

I skipped your info on your current psu.
It is a LiteOn PS-5221-9 AE 220-240 Watt
You can buy a replacement for about $65. $50 on ebay.
https://www.amazon.com/DPS-220UB-PS-5221-9-PS-5221-06-CPB09-D220R-Acer/dp/B009F7SXIA

It can run most any discrete graphics card that does not need an aux 6 pin power adapter.
The strongest currently available would be a GTX750ti.
You will want a low profile version to fit your case.
Here is one.

Considering that your pc is all but obsolete, you might want to consider a new build.

If I get a replacement psu could it also handle a R7 260x ? And the link you listed to the graphics card I looked at it and the card says it needs at least. 400w psu.
