Power Supply is not Booting

Hello. My new power supply came today, and after about an hour of plugging in all the cables and whatnot, I went to turn it on. Much to my dismay, the computer is not even responding to me pressing the on button. No lights, no fans, no hard drive being on noises. Does anyone have any ideas as to how to fix this?

Specs:

  • GEFORCE GTX 960 Graphics Card
    ASUS H97M Pro Motherboard
    4GB RAM (ordering another stick of 4 soon)
    Intel Core i5-4460 3.2 GHz

I am pretty sure I have plugged all the wires into the correct places, but there is a bit of confusion with the 20 holed(that has a 4 holed one attached to it) and the random 4 holed one that would fit in the 8 pronged part on my motherboard. This is my first build and the friend that I would usually ask to come help me is out of country on a school field trip. Thanks in advance.
 
Apevia power supplies are garbage. You shouldn't be surprised if it arrived D.O.A.

Try testing the power supply like in the following video. This test method applies to any brand ATX power supply.

Okay, I did this, and the fan does turn on, but it spins very lightly. What do I do now? That means it's not a faulty PSU correct?
