Power Supply Issues?

Not totally new to PC building, but haven't had to jump a mobo before. Anyway, got some new components in, put the mobo on its box, got the cpu, fan, and ram in. Plugged everythign in. Went to short the power switch and...nothing. No fans, or beeps, or lights. Went and jumped the PSU which will spin for several seconds and then stop. Is this a sign of a bad power supply, or is it just because it is not under load?

They are all connected, yes. In fact I exchanged the motherboard and CPU today after finding out that the PSU would at least jump and run for a few seconds.

Update: I can get power to the motherboard now, lights and whatnot. But shorting the power switch still results in nothing.

So I have the 24 pin connected to the motherboard.

I have the cpu power connected to the motherbaord. (R5 1600)

Two sticks of RAM, which I've tried individual in the appropriate DIMM slots as well.

And an old (verified working) gtx 960 for video output.

The PSU is a corsair RM 850x. Although I'm not sure that's the problem any longer as the motherboard will light up now, but I can't jump it by shorting the power switch connectors
