Question Power supply makes a weird noise when it's off but not when it's on ?

Hello, I bought a used Dell Optiplex and it has a strange noise when it's off that goes away when it's turned on. I've never heard this before on any computer before. Is the power supply faulty?

You should replace the PSU with one meant for your OptiPlex. What is the model/SKU for your OptiPlex?

It’s a 3050 SFF I got it off eBay so I’ll see if I can get it exchanged just wanted to see if it was an issue first or not before going that route. Thanks for the help.
